Helps governments digitize their operations and build the digital economy

In his advisory role, Axel empowers organizations with a public service mission to maximize the benefits of technology, enabling them to achieve more with limited resources. He addresses the challenges of financial constraints, talent scarcity, and the need for adaptable strategies in an ever-changing world.

Axel specializes in helping clients ensure the value of complex, long-term technology transformation across multiple government entities. This includes implementing established best practices in architectural design, software development, program management, and stakeholder engagement. He excels at helping clients introduce innovative technologies and operational models to enhance public service delivery. Axel also provides guidance to governments on developing a competitive edge in an increasingly tech-driven global economy.

Examples of his recent client work include the following:

  • helping conduct program diagnosis and offering strategic recommendations to ensure value delivery for an over 500 million EUR IT transformation across federal and state-level agencies
  • advising on vision and strategy for the greenfield setup of a digital public administration
  • assisting in the design and launch of a digital ID ecosystem
  • providing strategy and implementation support for a major national program aimed at digitizing public services
  • supporting the development of an effective regional economic strategy for a greenfield city project

Axel has more than a decade of experience in strategy and technology consulting, and has worked with clients across Europe, the Middle East, and the Asia Pacific region. Before joining McKinsey, he earned a PhD in Political Science.
